The thing is, how Google determines whether your site is low quality or not is often not visible to the naked eye. The naked eye looking at a site sees a site that appears great. A site which is presenting almost the same data on many, many pages, data that is not much different from 100 other sites may look good to you, but to Google it’s a site struggling to present a reason to be in the index.
This is a live example in a competitive industry so we can’t detail all the fixes we recommended but what we can say is that previous attempts to combat the effects of Google Panda by the site's developers of the previous 6 months had proved fruitless but just 4 weeks after our report was provided and a 1/3rd of our recommended fixes implemented… they have experienced a major recovery. Not full, still too much to do, but a genuine verifiable recovery.
